Who are "ha'Teku'im"?
Rashi: They were from the place Teku'a.
Who are "Adireihem"?
Rashi: The Ashirim of Teku'a. Malbim ? they were free and independent.
What is the meaning of "they did not give their necks in Avodas Adoneihem"?
Rashi: They did not help in Avodas Hashem, to build the city wall.
Ibn Ezra: They did not help in the Avodah of the master and officer appointed over them from their family.
Malbim #1: They did not help in the Avodah of the Pechah appointed over them, for they were free and independent. Verse 7 teaches that Bnei Giv'on veha'Mitzpah were under Pachas Ever ha'Nahar, because they were in Eretz Yehudah beforehand. Also the Teku'im did not ascend in the days of Koresh; they stayed there. Also they were under that Pechah!
Malbim #2: The Sar over them, he and his men built here. There were Adirim who did not obey the Sar's command; they built by themselves, like we find below (27).
