Rashi: Opposite where the Giborim ascended to the weapons. It seems that there was one place near the wall where all the Giborim's weapons were kept 1 , like it says "Arei Mivtzar veha'Neshek." Ha'Miktzo'a is the corner of the wall.

Malbim: They measured how much everyone should accept on himself to build. Wherever it says Midah Shenis, he accepted twice that amount.
