Radak: You are cursed for these Aveiros - "v'Gam Arosiha" (2:2), and you still increase sin via what you gather. You do not give from it Terumos and Ma'aseros! The entire nation did not give Ma'aseros; not all transgressed the Aveiros mentioned above.

Malbim: You do not benefit from this theft, for you are cursed due to it!

Also the previous verse said "Atem Kove'im Osi"!

Radak: You have two sins. You gather without giving Terumos and Ma'aseros, and you say that I steal rain and send a curse without reason.

Malbim: Here it teaches that the entire nation does so, and not only individuals.
