Why does it say "Kol Al Shefayim Nishma"?

Why was the voice heard from high places?

Radak: Yisrael should have stood there and confessed, so it would be heard. Had they done so, I would have accepted their Teshuvah.

Malbim: This is a parable. Yisrael are compared to a lost sheep, and the shepherd (Hashem) stands on high mountains and calls to it, to recognize his voice and return to him. It cries in the valley, for it forgot his voice and strays on the road.

What is the connection between the beginning of the verse and the end?

Malbim: Yisrael cry because they sinned, and they forgot the voice of the shepherd (Hashem) calling to them.
