Why does the Torah write "ha'Echad" (with a 'Hey') here, and "Echad" in Pinchas?

Ba'al ha'Turim: The Gematriya of "ha'Echad" is eighteen - a hint at the eighteen B'rachos of the Amidah which Chazal instituted corresponding to the Korban Tamid; 1 whereas the Gematriya of "Echad" is nine - a hint to the nine Kohanim who brought the Korban Tamid each day. 2
