What is the "Am Acher" to which the Torah is referring?

Targum Onkelos and Targum Yonasan: It means literally to members of a different nation.

Yevamos, 63b: It refers to a step-mother 1 who generally hates her step-children. 2

Oznayim la'Torah: It refers to children, who, on account of the Tzaros that Yisrael are undergoing, stray from the path of Torah and do off to seek 'a better life' elsewhere, whilst their parents who have remained true to Torah, look and pine for them to return, but are helpless to do anything about it.
