Rashi #1 and R. Bachye: It is comparing it to the Olas Tamid that they brought during the days of the ha'Milu'im. 1 2
Rashi #2: It is comparing it to the Olas Tamid that they brought before Matan Torah - to teach us that the blood of the Korban Tamid requires a K'li Shareis. 3

This implies that, from Sinai and onwards, they did not bring a Korban Olah in the desert - except for the tribe of Levi. See R. Bachye and R. Chavel?s footnotes. Refer also to 28:6:3:1.

"Olas Tamid ha'Asuyah be'Har Sinai". What is this coming to teach us?
Seforno: In conjunction with Pasuk 7, it teaches us that, although the Olas Tamid that was brought on Har Sinai before the sin of the Golden Calf did did not require Nesachim, 1 following the sin of the Golden Calf, the Korban Tamid required Nesachim to be brought together with the Minchah. 2
Chagigah, 6b: It teaches us that the Olah that they brought when they stood at Har Sinai 3 was the Korban Tamid - which they did not stop bringing from them on. 4

What are the implications of "Re'ach Nicho'ach"?
Rashi (in Pasuk 8): It implies that Hashem derives Nachas Ru'ach (satisfaction) from the fact that His commands have been carried out. 1
Targum Onkelos and Targum Yonasan: It implies that it is accepted by Hashem with goodwill.
It is not clear why Rashi makes this comment only in Pasuk #8 and not here.
