Malbim: Hashem did not send you to do so. An Eved Ivri serves only six years 1 . One who steals [kidnaps, and makes the victim] a slave, his punishment is explicit ("Mos Yumas" ? Shemos 21:16).

And you intend to keep them permanently! Also, Eved Ivri is only if he sells himself, or Beis Din sells him to pay for theft. Amah Ivriyah is only when her father sells her, and an adult Jewish woman cannot be a slave! (PF)

Why did he say "Rak Atem Imachem Ashamos"?

Malbim: Yehudah's sin was atoned for, and they received their punishment. Now only you remain liable without a Kaparah. How will you keep them for slaves?!
