Why does it say "l'Chol Nadiv ba'Chochmah"?
Radak: This is like "Kol Asher (Yidvenu) [Nesa'o 1 ] Libo Lekarvah El ha'Melachah." You have people who will toil in every task, and all that they will volunteer to so.
Presumably he cites one verse; the text should say Nesa'o. (PF)
Who are the Sarim?
'Rashi': They are appointed over the workers and their enforcers.
What is the meaning of "v'Chol ha'Am l'Chol Devarecha"?
'Rashi', Radak: They will do your command.
