Malbim: The gatekeepers, some of them were appointed over Otzeros Beis ha'Elokim, like it says above (9:26) "Ki ve'Emunah Hemah Arba'as Giborei ha'Sho'arim? v'Al ha'Otzeros Beis ha'Elokim." Achiyah was appointed over them.
