Seeing as the Torah has already stated that no crops will grow, what is the significance of the phrase "Vesam la'Rik Kochachem"?

1.

Rashi: It is one thing for nothing to grow if one did not plow, sow, weed, prune and dig, but quite another, if one expends time and energy to plow, sow, weed, prune and dig, and along comes a drought and destroys everything.

2.

Rashbam: The Pasuk is referring (not to the input of the owners, but) to the land, which will not give of its strength to them.

3.

Moshav Zekenim (citing the Yalkut Shimoni 774) 1 : It alludes to someone who married off his daughter and gave her a large dowry, but she died during the Sheva B'rachos, (and he buries his daughter and loses his money - Sifra).

1

Moshav Zekenim: From here, the Chachamim learned that if a wife dies after the maarriage, the Chasan keeps the dowry.

2)

What are the implications of "ve'Lo Sitein Artz'chem es Yevulah... "? See Sifsei Chachamim.

1.

Rashi and Targum Yonasan: It implies that even what one plants in the planting season will not grow.

3)

Why does the Pasuk add the word "ve'Eitz ha'Aretz Lo Yitein Piryo"?

1.

Rashi: ?Lo Yiten? refers to both ?Eitz? and ?Piryo: 1 The tree will be smitten ?from the ground?, which will prevent the fruit from forming, and when something does grow, it will fall off prematurely.

2.

Targum Onkelos: ?The trees of the land will not grow their fruit.

3.

Targum Yonasan: ?The trees that grow in the field will shed their fruit? (prematurely).
