Ramban, Seforno and Moshav Zekenim: 'Chukim' pertains to the Chukim of Sh'mitah and Yovel, and 'Mishpatim', to the Dinim of buying and selling that are connected with it.

Oznayim la'Torah: 'Chukim' pertains to the prohibition against tilling the land in Sh'mitah and Yovel ? which are Bein Adam la'Makom, and 'Mishpatim', to declaring Hefker one's fields and vineyards in the Sh'mitah and the Yovel, leaving the land fallow and releasing one's Avadim Ivrim ? which are Bein Adam la'Chavero. 1

Why does the Torah insert the phrase "Viyeshavtem al ha'Aretz la'Vetach" here?

Rashi and Seforno: As the Torah specifically writes 26:34 & 43. Indeed, the seventy years of Galus Bavel were a punishment for the seventy Sh'mitah-years that they they did not observe.
