What do we learn from "Nesi'im v'Ru'ach v'Geshem Ayin Ish Mis'halel b'Matas Shaker"?

Sanhedrin 29a: We tell this to witnesses to scare them (false testimony can cause a famine).

Ta'anis 8b: Famine comes only due to people who publicly pledge Tzedakah and do not give it.

Yuma 75a: Clouds brought Avnei Shoham (the stones for the Choshen); they fell with the manna.

Rashi: When Shamayim is full of clouds, and the wind scatters them, and man anticipated rain, and it did not come - his hope was in vain. People are pained, and their eyes pine away. So a man glorifies himself to say 'I will give this amount of Tzedakah to the Gabai, and he lies - the eyes of the poor long for his gift, and it does not come.

Malbim: When clouds are seen carrying the gift of rain, and the Ru'ach (wind) scatters them, and there is no rain - so a Ru'ach passed over the man, and he did not give, and said Sheker. He is paid Midah k'Neged Midah - rain is withheld.
