Why does it say "bi'Shemosam l'Soledosam"?

Malbim: Usually, upon becoming a nation, they change their name. Bnei Yishmael did not do so, even after they became 12 nations and Nesi'im over them.

Ha'amek Davar: They are listed in order of birth, unlike Bnei Yaakov, and Bnei Esav (Bereishis 36), who are sometimes listed in order of importance.
