What did the lottery decide?

'Rashi': It decided their order [in which they serve]. Radak - there were "Sarei Kodesh v'Sarei ha'Elokim" from Bnei Elazar and from Bnei Itamar. Neither had an attribute to have precedence over the other, except for Kehunah Gedolah, which was from Elazar. Therefore, a lottery was needed to fix their order.

What do we learn from "Sarei Kodesh v'Sarei ha'Elokim"?

Vilna Gaon: "Sarei Kodesh" have Ru'ach ha'Kodesh. Sarei Elokim are Bnei Levi 1 - "Hashem Hu Nachalaso."

Even though we discuss Kohanim, from Elazar and Itamar, also they are Leviyim; "Hashem Hu Nachalaso" applies also to them. (PF)
