What is the meaning of "Ramos le'Evil Chachmos"?

1.

Rashi: Ramos is a rare gem, like "Ramos v'Gavish" (Iyov 28:18). I.e. every Chachmah seems to a Kesil like a gem and pearl. I.e. how will I engage in Torah - when will I achieve (know all of it)?! However, a Chacham learns a little today, and tomorrow a little...

2.

Malbim: Evvil is the opposite of Ish Da'as. Not only does he not have a clear knowledge of proofs of Da'as - he is also unsure about the laws of Chachmah. They seem to him like Ramos - something that comes from high places, which intellect cannot understand.

In which gate does he not open his mouth?

1.

Malbim: It was normal to make war in the gate - "Ki Yedaberu Es Oyevim ba'Sha'ar" (Tehilim 127:5). The enemy wants to enter the fortified city via the gate, and [the residents] do not let them. This war is verbal. The mouth hints to Chachmah. With the strength of Chachmah, they defeat the enemy in the gate. The Evvil does not open his mouth; the enemy enters via the gate, and conquers the city.
