Rashi and Seforno: He meant that He (Hashem) blessed them and that he (Bil'am) would not counter His blessing'.
R. Bachye: He meant that Hashem had prepared him 1 to bless Yisrael by placing the words in his mouth and that he could not retract, since speech lies in Hands of Hashem. 2
Targum Onkelos, Targum Yonasan, Da'as Zekenim and Hadar Zekenim: He meant that he (Bil'am) received B'rachos [from Hashem] for them and he will not withhold their blessing (Targum Yonason - the order of B'rachos) from them'.
R. Bachye: As the Torah writes in Bereishis 27:39 ?Hinei Mi?shemanei ha?Aretz?.
