What does the Torah mean when it writes that Balak and Bil'am brought bulls and rams on the Mizbe'ach?

Ramban: It means that one of them Shechted the animals and the other one sprinkled the blood.

Targum Onkelos: It means that they brought a bull and a ram on each of the seven Mizb'chos. 1
