Radak: This is like El, e.g. "va'Yelech Elkanah ha'Ramasah Al Beiso" (Shmuel I, 2:11) is like El Beiso; "v'Nitan ha'Sefer Al Asher Lo Yada Sefer" (Yeshayah 29:12) is like El.

What is the meaning of "Mahbilim"?

Radak: They entice you with words of folly, saying that you will have Shalom. The visions they say are from their hearts, and not from Hashem.

Malbim: Sometimes one says Sheker in the name of Hashem, and it is not folly; it is useful. What they say is false and useless.
