What did Balak mean when he sent to Bil'am "Ki Chabed Achabedcha Me'od!"?

Rashi: He meant that he was willing to pay him more than he was accustomed to receive for his services.

Ramban: He meant that he was willing to pay him whatever he asked.

Oznayim la'Torah: He meant that he should therefore not hold back and demand that even more important dignitaries (or perhps that he, Balak himself should come and call him), because if it was Kavod that Bil'am wanted, he would arrange for him a grand welcome when he arrived.
