Why does it say "Mah Lecha Fo"?

Rashi: The verse belittles him, for he wanted to hand over Chizkiyah to Melech Ashur. He wrote a note and sent it to him via an arrow 'Shevna and his followers make peace with (surrender to) you. Chizkiyah and his followers do not' (Sanhedrin 26a).

Sanhedrin 26a: Shevna went to dig a grave for himself in the burial place of Beis David (to show that he considers himself to be king). Hashem told him (through Yeshayah) "why are you here...? Hashem Metaltelcha Taltelah Gaver" (17; He will drag you like a man).

Radak: It is as if it says 'and you will tell him, what are you doing here?', for he said "go to the Sochen" (15)! Targum Yonasan is like this. Shevna was not from Yerushalayim; he went to live there, and became appointed over Beis ha'Melech. Since he came to conspire to hand over the city to Melech Ashur, he tells him, "what are you doing here?" You have no involvement in this city - you were not born here!

Malbim: Shevna was from another city. Therefore, he asks him, do you have here inheritance of a field or house?

Why does it say "u'Mi Lecha Fo"?

Rashi (based on Sanhedrin 26a): Shevna went to dig a grave for himself in the burial place of Beis David. Hashem asked him (via Yeshayah) "who from your family is buried here?'

Radak: What brother or relative do you have in the city, that you do such things in the city (conspire to hand it over to Melech Ashur)?!

Malbim: Who is here from your father's family, that you expect to be buried here, i.e. to be here many days?

Why does it say "Chatzavta Lecha Po Kever"?

Radak: You pretend as if you dug a grave for yourself here - you are sure that you will die here. It will not be so, rather, "Hashem Metaltelcha" (17)!

What is the meaning of "Chotzevi Marom Kivro"?

1.

Rashi: Shevna dug a grave for himself in the burial place of Beis David. Hashem asked him 'what inheritance do you have among these graves?!'

Radak: You are like one who digs his grave in a high place; he is not afraid lest they lower him from there, and like one who carved out his dwelling in rock. You are sure that you will always have in this city the authority that you have today; no one will lower you from it. Therefore, you conspired with Melech Ashur. You err; "I called My servant Elyakim

Why does it say "Chotzevi" and "Chokeki"?

Rashi: The Yud at the end is extra, like in "Shochni Sneh" (Devarim 33:16), "Mekimi me'Afar Dal" (Tehilim 113:7). Radak - it beautifies the pronunciation.
