What are the implications of "Ki Yih'yeh le'Ish ben Sorer u'Moreh"?

Bava Basra, 126b: It implies that he must be known to be a male from birth 1 - to preclude a Tumtum, who tore open after birth and was discovered to be a male, who is not subject to the Din of ben Sorer u'Moreh.

Oznayim la'Torah: "le'Ish ben ? ". Even though the Ben Sorer u'Moreh sins against his mother too, as the Pasuk specifically states, the Torah attributes the rebellion to the father, since he is the one who is obligated to educate his son.
