What is the difference between Techas and Yir'ah?

Malbim: Techas is lowliness of Ru'ach, for he considers himself weaker than another, even if he does not fear lest he harm him 1 .

'Rashi': Both of these were in response to "Ein Banu Ko'ach."

Why did he say "Lo Lachem ha'Milchamah Ki lEi'lokim"?

'Rashi': This was in response to "va'Anachnu Lo Neda." Since you rely on Him, He will fight for you.

Malbim: The Goyim do not fight with you, rather, with Hashem. So it says in Tehilim 83, which refers to this war - "No'atzu Lev Yachdav Alecha Bris Yichrosu." If so, also He will fight for you!
