Which Resha'im are scattered, and who scatters them?

Rashi: Hashem scattered Pharaoh and his army.

R. Yonah: This is found also with mortal kings. A wise king who loves straightness, he rolls the wheel on Resha'im like they did to others, i.e. he pays them Midah k'Neged Midah. All the more so Hashem does!

Malbim: Even the smartest person, if he wants to reach the Emes and clarify whether or not Resha'im did a particular sin, he has strategies. He scatters them and puts each in a cell by himself. He afflicts them via rolling a wheel on them. Amidst the great pain, he is forced to admit. Amidst the pain, perhaps he will admit to Sheker! Therefore, he puts those suspected in different cells, and afflicts them several times until he reaches the Emes.

What is the meaning of "va'Yashev Aleihem Ofan"?

Rashi: He returned on them the wheel of their Midah - "va'Ynahagehu bi'Chvedus" (Shemos 14:25), corresponding to "v'Hachbed Es Libo" (ibid. 8:11).
