Seforno: Even though the B'nei Amon were not capable of overcoming the Refa'im, Hashem helped them to miraculously defeat them and take over their land, just as He had mraculously helped the B'nei Eisav to drive out the B'nei Se'ir 1 who were there before them, and take over their land.
