Shlomo requested that they cut cedars and send them, but not to take from Chiram's buildings! Perhaps 'Rashi' means 'from what you could have used for your building.' However, also in verse 3, 'Rashi' mentioned sending a strong building! Perhaps 'building' refers to tying the logs together to make rafts that float, which Chiram sent on the sea (Melachim I, 5:23).
