Why is Dan taught before Yosef?

Malbim: We find so also in Bamidbar (34:22-23) 1 . A Midrash explains that it is because Yosef and Binyamin were born in the merit of Dan.

There, Binyamin is before Dan! Also, there the [Nesi'im of] the tribes are not at all in the order of their birth. (PF)
