Malbim: This corresponds to "Ish Medaber Tahpuchos" (12). He denies the fundamentals of Emunah; he delights to do evil. However, those who sin due to desire, they are full of regret. After they fulfill their desires, they are sad about the evil that they did.

Why does it say "Yagilu b'Sahpuchos Ra"?

Malbim: If evil comes on Tzadikim and success for Resha'im, Tzadikim are sad, and Resha'im rejoice. This supports their mindset to deny Hashgachah and do all their desires. Gil refers to Simchah over a new matter, in this case evil occurrences.
