What do we learn from the first "E'eneh"?
Radak (24, citing Targum Yonasan): I will accept your prayers.
Malbim: The verse depicts that the seeds seeded in the ground request from the grain and wine. It wants the grain and wine to sprout from the seeds planted. The grain and wine request from the land, for they want the land to give its strength, moisture and fat to them. The land asks Shamayim to give its rain in its time, and bounty due to the sun and moon. Shamayim asks Hashem ? He gives rain in its time, based on His Hashgachah and decree. Even though based on nature there should be rain, sometimes it is withheld due to the decree of Hashgachah ? "v'Gam Anochi Manati Mikem Es ha'Geshem b'Od Sheloshah Chadashim la'Katzir" (Amos 4:7). Nowadays, sometimes there is no answer to the seed from the grain, wine and oil, e.g. there will be Shidafon and Yerakon 1 , or locusts will destroy the grain. Sometimes the earth does not answer the grain and wine, for its strength is ruined ? "Ki Sa'avod Es ha'Adamah Lo Sosef Tes Kochah Lach" (Bereishis 4:12). Sometimes Shamayim does not answer the land ? there is drought and dryness via nature, and no rain. Sometimes Hashem does not answer from Shamayim ? He withholds rain via Hashgachah. However, in the future all of them will answer the request. There will be a general answer of Hashgachah from Hashem. This will cause all four to answer properly.

What is the meaning of "E'eneh Es ha'Shamayim"?
Rashi: I will pour water on Sechakim, from the good half 1 suspended via Hashem's word.
Radak: Above, it said "v'Lakachti Degani" (11). At the time of the salvation, Shamayim will give its dew and the land will give its produce. Shamayim was held back [from giving rain], e.g. in the days of Achav. This will not happen again after the salvation. The verse depicts that Shamayim requests to give rain as is proper, and I will answer and consent to give rain of Brachah. E'eneh - My desire will be in it.
Malbim: I will command rain of My Hashgachah, from the Brachah of Hashgachah (refer to 2:23:1:2).

What is the meaning of "v'Hem Ya'anu Es ha'Aretz"?
Rashi: Shamayim will pour the water on the land.
Radak: It is as if the land requests rain and desires it.
Malbim: Shamayim and the Ma'arachah will agree with the Brachah; there will be no need to override nature, for they are prepared answer the land's request (refer to 2:23:1:2).
