How will He entice her?
Rashi: I will strive to draw her after Me (refer to 2:16:2:1.
Radak: I will put in her heart to repent while she is in Galus. This is like enticement, i.e. persuading someone to do unlike they intended. So Hashem will dissuade Yisrael in Galus, who intended to pursue desire and the Yetzer ha'Ra, and put in their hearts to abandon evil and take good ? "v'Hasirosi Es Lev ha'Even mi'Besarchem v'Nasati Lachem Lev Basar" (Yechezkel 36:26).
Will He truly bring her to the Midbar?
Rashi: I will take her to Galus, which is like an arid Midbar. There she will put to her heart that it was better for her when she served Me than when she rebelled against Me.
Rashi (17): I will bring her to the Midbar of Sichon and Og. "v'Heveisi Eschem El Midbar ha'Amim v'Nishpateti Eschem Sham?; Ka'asher Nishpateti Es Avoseichem; ? v'Heveisi Eschem b'Masores ha'Bris; u'Varosi Mikem ha'Moredim" (Yechezkel 20:35-38).
Radak, Malbim (according to the Nimshal): This is like Yechezkel said "v'Heveisi Eschem El Midbar ha'Amim v'Nishpateti Eschem Sham Panim El Panim" (20:35). Malbim ? even though they are in Galus among the nations, it is as if they are in a desolate Midbar, for the nations distance from Yisrael.
Malbim: She is compared to a Zonah whose husband saw that all his strategies to separate her from the Zonim did not work. He entices her to leave the settled area, where the Zonim are, to go to a Midbar where she will not find a man to be Mezanah with him; she will be alone with her husband.
How will He speak to her heart?
Radak (16-17): (a) I will console her for the pain of Galus that she suffered. (b) Since Hashem will eradicate the sinners, the rest of Yisrael will fear. Therefore, He will promise to return her to her land like initially (17).
Malbim: He will return her to love him.
Malbim (according to the Nimshal): Yisrael will be hungry and thirsty, and surrounded by snakes and scorpions that sting them. "v'Heveisi Eschem b'Masores ha'Bris" (Yechezkel 20:37) ? there they will be under Hashem's Hashgachah. He will speak to their hearts to return to Him.
