Why does it say "Ayem" and "Efo"?

Malbim: Aye asks whether or not the matter is found here; Efo asks whether it is found in the world. Aye are your Chachamim - are they by you, to tell you Hashem's counsel? Efo are your Chachamim - are there Chachamim who know, at least for themselves, Hashem's counsel that He decreed on Egypt?

Also verse 11 asks, where is their Chachmah!

Radak: The matter is repeated in different words.

What is Hashem's counsel for Egypt?

Radak: It is the punishments that will come on them. It is called "counsel", as if the enemy took counsel to fight them.
