Radak: Chachmei is Samuch to Yo'atzei, and Yo'atzei is Samuch to Pharaoh. We find like this - "Nahar Nachalei Devash v'Chem'ah" (Iyov 20:17), "Es Mispar Mifkad ha'Am" (Shmuel II, 24:9).

What is the difference between "Sarei Tzo'an" and "Chachmei Yo'atzei Pharaoh"?

Malbim: The former run and conduct the kingdom. The latter counsel, both in matters of Chachmah and understanding, and in divine matters, e.g. his witches.

Why does it say "Eich Tomeru El Pharaoh..."?

Rashi: From now, how can you tell Pharaoh 'we are Bnei Chachamim', after he will stumble in your counsel?!

Radak #1: How can you say about Pharaoh, that he says 'I am a Ben Chachamim, a son of earlier kings'?! Where 1 is his Chachmah and kingship, and where is the Chachmah of his advisors and Chachamim? You cannot give counsel to save him from his evil!

Radak #2: Each of his Chachamim said 'I am a Chacham; I can give good counsel for everything.' Targum Yonasan is like this.

Radak: He says 'I am a Chacham, and a Ben Chacham.'

Malbim: I received my Chachmah from my ancestors.

Who says "Ben Malchei Kedem"?

Radak: Pharaoh's Chachamim say that he says so about himself.

Malbim: The officers say so to Pharaoh - I received from my ancestors how to conduct the kingdom.
