Rashi (to Bamidbar 12:1) derives from here that the verb "Amar" (saying) denotes a gentle expression. What does this mean?

Gur Aryeh (to Devarim 2:16): "Dibur" (speaking) means enunciating the letters and the act of speech itself, which is forceful. "Amirah" is the idea conveyed by that speech, which is more gentle. 1 Also see Gur Aryeh to Shemos 6:2.
