Why did he send Leviyim and Kohanim with the Sarim?

'Rashi': It is upon them to teach and instruct ? "k'Chol Asher Yoru Eschem ha'Kohanim ha'Leviyim" (Devarim 24:8). The Sarim were to force the people to obey and do as the judges command. This is like "Shoftim v'Shotrim Titen Lecha" (Devarim 16:18) ? Shoftim to judge the people, and Shotrim to force them to obey the Shoftim.
