'Rashi': This is wrong. If so, it should say l'Ovadyah, and not ul'Ovadyah!

'Rashi': They will teach Torah, and instruct Yisrael.

Malbim: They will teach "Toras Hashem 1 " (verse 9), i.e. Mitzvos not known from intellect. They will go around the cities and teach all Yisraelim, small and big.
