Why is "Zevach Resha'im To'avas Hashem"?

1.

R. Yonah: Refer to 15:9:1:1.

2.

Malbim: The desired part of a Korban is not the Korban itself, rather, the intent, that he regrets his sins. Or, with the Korban, he confesses and prays to Hashem, spilling his Nefesh with spilling the Korban's blood. The Rasha does not abandon his evil, and thinks to be accepted via the Korban itself. Hashem despises this!

2.

R. Yonah (11:11): Yesharim elevate the city via their prayers and Brachos, which are accepted.

Malbim: Yesharim do not need a Zevach. The Tefilah itself is His will. He hears their Tefilah even without a Zevach.
