Rashi: The legion of Shamayim (angels) are not clear. Zach is always an expression of Tzohar (clarity).

Malbim: The Galgalim (spheres on which Heavenly bodies are fixed) are not clear in His eyes, even though their substance is clear (non-physical) compared to man's.
