Why does it say "Ashis..."?

Radak: Hashem says, I will [add blood to the river].

Malbim: [Hashem says,] I will place [additional troops to fight those who flee].

What is the meaning of "Nosafos"?

Rashi: It is addition. This is like "Sefu Shanah Al Shanah" (29:1),"Sefos ha'Ravah" (Devarim 29:18).

Rashi citing Targum Yonasan: Camps gathered together. Malbim - they are to fight those who flee.

Radak: The blood will be added to the water of the river. It is feminine, for it refers to Ta'alos (channels) or Gulos (springs) of blood. Streams of blood from here and from here will go to the river.

What is the meaning of "li'Fleitas Mo'av Arye"?

Rashi: The remnant that Sancheriv will leave, Nebuchadnetzar will come in his time and destroy it 1 . Nebuchadnetzar is called a lion - "Alah Arye mi'Suvko" (Yirmeyah 4:7).

Radak: Those who escape the enemy, a lion will come to kill them. Malbim - they will hide in forests; I will send lions and other vicious animals to eradicate them.

What is the meaning of "veli'Sh'eris Adamah"?

Rashi: Your land will be to Yisrael [in the end of days].

Radak: This is a repetition of li'Fleitas Mo'av in different words [a lion will kill them].

3.

Malbim: For those who will remain hiding in the cities, the desolate land itself will kill them via hunger and plague.
