Seeing as following a positive Shevu'ah, the Torah uses the negative form, and vice-versa.

Why does the Torah here place Calev before Yehoshua, whereas later, in Pasuk 38, it gives precedence to Yehoshua?

Ramban (in Pasuk 24): Hashem places Calev before Yehoshua here, because he was the first to take on the spies, 1 whereas in Pasuk 38, Moshe gives Yehoshua precedence on account of his superior wisdom.
