Who actually Shechted the bird?
Sifra (citing R. Yehudah b'R. Yossi) and Targum Yonasan: The Kohen issued the command and somebody else Shechted the bird. 1

Perhaps it means that another Kohen must Shecht the bird ? See ha'Torah ve'ha'Mitzvah, Si'man 15 - (even though we generaly hold that 'Shechitah Kesheirah be'Zar').
Otherwise, the Torah should not have inserted "Vetzivah ha'Kohen" ? See Torah Temimah, note 32, and ha'Torah ve'ha'Mitzvah, Si'man 15.
What are the implications of "Veshachat es ha'Tzipor ha'Echas"?
Sifra: ha'Echas implies the better of the two birds.
Sifra: It implies that there must be a second bird, and that consequently, if one of them dies, one must pick a second bird to make up the pair.
Sifra: " ... es ha'Tzipor ha'Echas el K'li ... " implies that one may not Shecht two birds (of two Metzora'im) into one K'li Cheres. 1

Why does the Torah invert the order ? "El K'li Cheres al Mayim Chayim" rather than 'el Mayim Chayim bi'Cheli Cheres'?
Sotah 15b: To compare the K'li to the water ? inasmuch as, just as ?Mayim Chayim? means fresh water with which Melachah has not been done, so too,must the K?li Cheres be a new one, with which Melachah has not been done.
