Why does it say "Ki Ram Hashem v'Shfal Yir'eh"?
Radak: Then, they will admit that Hashem is elevated, and He lowers and supervises lower beings, unlike people said "Avim Seser Lo v'Lo Yir'eh v'Chug Shamayim Yis'halech" (Iyov 22:14). When they saw that Hashem saw in my affliction and lowliness, they admitted that "v'Shfal Yir'eh."
Mesilas Yesharim (Perek 25): Hashem oversees everything, small or big. Nothing is hidden from His eyes, not due to the greatness or smallness of the matter. He sees and understands them without difference.
Malbim: This is the opposite of people. A person in a high place, the high is closer to him than the lowly. Hashem, the lowly is closer to him than the high!
What is the meaning of "Yeyeda"?
Rashi: He afflicts. This is like "va'Yoda Bahem Es Anshei Sukos" (Shoftim 8:16). Radak - this is Hif'il, like "v'Almanah Lo Yeyetiv" (Iyov 24:21). Hashem is elevated, and from afar, i.e. Shamayim, which is far from the land, He makes His ways known to people. They will know that He sees them.
Radak: He will break. This is like "va'Yoda Bahem Es Anshei Sukos." Hashem is elevated, and sees the lowly and benefits him, and breaks the high and haughty.
