What does this Mizmor discuss?

Malbim: The fixed conduct suffices for us to recognize Hashem's existence, ability, Chachmah and Hashgachah. Sometimes He changes nature via wonders, this is not for the need of His close nation Yisrael. Rather, it was for the Egyptians, that also they should recognize Hashem's strength. Or, it is in order to redeem and save Yisrael.

Why does it say "Hallelu Es Shem Hashem"?

Malbim: This is the name via which He is constantly known in the entire world through the fixed conduct of nature.

Malbim: They recognize Him via His known name; they do not need wonders.
