Why is it called dough before she kneaded it?

Radak: It is because at the end, it will be dough. Also other verses discuss based on the end, e.g. "v'Tachani Kemach", "Afisi Al Gechalav Lechem" (Yeshayah 47:2, 44:19).

Malbim: Others kneaded the dough somewhat, and she kneaded it more in front of him for the sake of the Levivos.
