Rashi: When the shadows of Erev Shabbos leaned 1 , I commanded to close the gates of the city, and not open them until after Shabbos, lest peddlers come to the city to sell their wares, and Yisrael will profane Shabbos via them.

How does "Lo Yavo Masa" connect to the verse?

Malbim: "V'Omerah" (I commanded) applies also to this. They will not open the gates for anyone carrying a load.
