What is the meaning of "v'Otzerah"?

Ibn Ezra: It is a verb based on Otzeros. It means, I appointed a Gizbar over them.
2.
Malbim: It is Po'el Yotzei (acts on another; I stored the tithes). Some verbs are Kal conjugation both when they are Po'el Omed (the subject himself acts) or Yotzei.
