What is "ha'Chukim u'Mishpatim asher Tishm'run La'asos? referring to?

Seforno: They are referring 1. to destroying Avodah-Zarah wherever it is to be found; 1 2. not to offer Korbanos in any random location 2 - like the Cana'anim used to do; 3. to designate the location that Hashem will choose in which to bring Korbanos. 3

Kidushin, 37a: "ha'Chukim" - is referring to the Midrashos; 4 "ha'Mishpatim" - to the Halachos; "asher Tishmerun" - to the Mishnah and "La'asos" - to the performermance of Mitzvos. 5

Seeing as ?Al ha?Adamah? includes Chutz la?Aretz, why does the Torah insert the words "La'asos ba'Aretz"?

Torah Temimah (explaining Kidushin, 37a): Because, although destroying Avodah Zarah applies also in Chutz la?Aretz, the obligation to search for it and to destroy its roots is confined to Eretz Yisrael.

Oznayim la'Aretz: Because we lack the authority to destroy Avodah Zarah in Chutz la'Aretz. 1
