Why does it say that Tzadok was a youth?

1.

'Rashi': We should not be astounded why he was not the Nagid 1 .

2.

Radak: At the time he was still a youth. a valiant warrior.

We find that Tzadok is listed first among David's two Kohanim, and David told him to return the Aron (Shmuel II, 8:17, 15:25). (PF)

2)

Why does it say that there were 22 Sarim in his father's house?

1.

'Rashi': This was a great grandeur. This is why David made Tzadok the Kohen Gadol in place of Evyasar 1 !

2.

Radak: He was a valiant warrior, and came to David with 22 Sarim with his father's house.

Rashi (Shmuel II, 15:24 citing Yuma 73b): He appointed Tzadok in place of Evyasar because Evyasar asked the Urim v'Tumim, and was not answered (Radak ibid. ? and Tzadok was answered)! Perhaps it was due to both of these reasons. (PF)
