Malbim: "V'Roshei ha'Leviyim" refers to "Eleh bi'Ymei Yoyakim" (26). They were in the days of Yoyakim, Nechemyah and Ezra, who were at one time. Chashavyah, Shereveyah and Yeshu'a ascended with Zerubavel (8:9).
