It says "Chaneni k'Imrasecha." Where did Hashem say so?

Radak: "V'Chanosi Es Asher Achon" (Shemos 33:19) - one who is worthy 1 of grace.

Malbim: You promised to be "Menas Chelki v'Chosi" (16:5).

Brachos 7a expounds even if he is not proper! Perhaps Radak explains based on Pesikta Zutresa (va'Eschanan 5b) - and all the more so one who is proper. (PF)
