Why does it say "Rachok me'Resha'im Yeshu'ah"?

Radak: I hope, for salvation is close to me, for I seek Your Chukim. Those who stray, when they are afflicted, salvation is far from them, for they do not seek Your Chukim; they have no merit to escape the affliction.

Malbim: Even though Resha'im fulfill Mitzvos that intellect understands, they are far from salvation, for they do not seek Your Chukim, whose reasons they do not know. How will they get salvation of the Nefesh?!
